Are persons with disabilities entitled to any Educational Benefits?

Yes.
The important educational benefits available to persons with disabilities are as under:

  1. Scholarships for students with disabilities
    The following scholarship schemes are available to Students with disabilities having 40% disability in any one of the 21 disabilities specified in schedule I of the Rights of Persons with Disabilities (RPWD) Act, 2016
  1. ‘Scheme of Scholarships for Students with Disabilities’
    The Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India under its ‘Scheme of Scholarships for Students with Disabilities’ provides the following 6 scholarships to students with disabilities
  1. Pre-Metric scholarship for disabled students studying in class IX and X. (Disabled students whose parents/ guardians’ income from all sources does not exceed Rs.2,50,000 per annum are eligible for this scholarship).
  2. Post-Metric scholarship for disabled students studying in class XI and XII. (Disabled students whose parents/ guardians’ income from all sources does not exceed Rs.2,50,000 per annum are eligible for this scholarship)
  3. Top Class Education (For Graduate Degree/Post-Graduate Degree/Diploma In Institutes Notified By Department Of Empowerment Of Persons With Disabilities (DEPWD).
    (Disabled students whose parents/ guardians’ income from all sources does not exceed Rs.6,00,000 per annum are eligible for this scholarship)
  4. National Fellowship For Pwds (For M. Phil / Ph.D In Indian Universities. (There is no annual income ceiling in order to avail this scholarship).
  5. National Overseas Scholarship (Master’s Degree And Ph.D In Foreign Universities. (Disabled students whose parents/ guardians’ income from all sources does not exceed Rs.6,00,000 per annum are eligible for this scholarship)
  6. Free Coaching For Students With Disabilities To Appear In Competitive Examinations (Disabled students whose parents/ guardians’ income from all sources does not exceed Rs.6,00,000 per annum are eligible for this scholarship)

b) Saksham Scholarship Scheme’

This scheme, by the Ministry of Human Resources Development (MHRD), is implemented by All India Council for Technical Education (AICTE) for encouraging disabled students to pursue technical education. This scholarship is available to disabled students whose family income is not more than Rs.8,00,000 per annum during the preceding financial year .(In case of married disabled girls the income of parents/ in-laws whichever is higher will be considered.)

B. Facility of Scribe/Reader/Lab Assistant during examinations

The Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India in 2018 has issued detailed guidelines on conducting written examinations for persons with benchmark disabilities.
In this guideline detailed provisions regarding the following is provided:

  1. Persons entitled for using the services of Scribe/Reader/Lab Assistant
  2. Discretion to person with benchmark disability of opting for his own scribe/reader/lab assistant or request the Examination Body for the same
  3. Qualifications of scribe/reader/lab assistant
  4. Option of choosing the mode for taking the examinations i.e. in Braille or in the computer or in large print or even by recording the answers
  5. Providing compensatory time
  6. Using accessible devices wherever it is permitted
  7. Proper seating arrangement
  8. Open book and online examinations
